As part of the province-wide compliance effort with the Anti-Red Tape Authority (ARTA), the Provincial Government of Cagayan (PGC) conducted a successful inspection at the Alfonso Ponce Enrile Memorial District Hospital (APEMDH) under the CY 2025 Nationwide Frontline Service Inspection.

APEMDH is one of the two selected district hospitals identified by CART to undergo frontline service inspection, the other one is the Tuao District Hospital.

The inspection team was composed of members from the PGC Committee on Anti-Red Tape (PGC-CART), who assessed various hospital sections to ensure adherence to ARTA guidelines and service standards.

Prior to the inspection, Ms. Maria Visitacion Dela Cruz, Planning Officer IV from the Provincial Planning and Development Office (PPDO) and Chair of the PGC-CART Technical Working Group, briefed the inspection team.

The PGC-CART inspection team included:

Ms. Elisa G. Umoso, Provincial Planning and Development Coordinator

Dr. Noli V. Buen, Provincial Veterinarian (PVET)

Mr. John Ryan Calubaquib, Information Systems Unit Head

Mr. Jenner B. Guinucay, Supervising Administrative Officer and Representative from the Sangguniang Panlalawigan

Mr. Alexander S. Cabrera, CSO Representative and member of the Philippine Institute of Environmental Planners – Cagayan Chapter

The hospital, led by Chief of Hospital Dr. Rowena Martina C. Sion, MD, MHA, welcomed the team and cooperated throughout the evaluation process.

Following the inspection, the team found that APEMDH was largely compliant with ARTA standards. Only minor recommendations were provided to further enhance service efficiency and ensure sustained alignment with ARTA regulations.

The inspection was successfully concluded, reflecting the hospital’s commitment to quality service and good governance.
